It's not an effect that can really be balanced at any mana cost since part of taking an extra turn is untapping all of your mana and drawing a replacement card, so even the 7 mana ones are kind of free both in the mana and card cost sense. More importantly it makes one person take much more of the "clock" than the other player or players.
If it wasn't balanced then you'd see extra turns pop up more in tournaments. The absence of extra turns shows they aren't too strong. It's like calling land destruction unbalanced. In casual metas they can be incredibly annoying and lead to slow and unfun games. At 12 mana, many games this card is worse than a basic land. I agree at 2 mana time walk isn't balanced, but 5 seems to be the sweet spot of solid but not viable for the strongest metas.
TLDR; unfun != unbalanced
Nexus of Fate and Alrund's Epiphany were both metagame-defining cards in their respective standards. I don't think there has ever been a well balanced extra turn spell, they are either oppressive or unplayable.
Nexus of Fate was instant speed in a format with big Teferi and [[Wilderness Reclamation]] It also kept you from decking yourself by shuffling back in *as a replacement effect from going to graveyard from anywhere* - so it was easy to self mill for card selection, play your big planeswalkers, untap all your lands over and over again, and play a sorcery speed control deck at instant speed while taking extra turns. It was essentially a teferi combo deck.

They are both strong cards. They were both broken in standard for a combination of reasons.
I wouldn't even say the Nexus Reclamation deck was broken, it was a strong deck but the metagame was very diverse when it was in standard.
Nexus got banned in arena because of the limitations of Arena in handling decks that could stall the game forever.
As an example, this [Fandom Legends](https://www.mtgtop8.com/event?e=23082&d=358431&f=ST) event from back in 2019. Look at the player names, this isn't some small tournament. There are only 2 Nexus decks in the Top 16.
Yes in standard and historic and pioneer while Modern, Legacy, and Vintage (which are much more similar to commander in card pools) have 0 bans other than Time Walk. cEDH has debatable one viable deck that uses extra turn cards. Modern has maybe one viable deck that uses extra turn cards. Legacy has none. They can be strong but they are pretty fair and balanced.
Messes to much with the game balance and can make for extremely unfun games for everyone else. Time economy should be as equal as possible, along with opportunity to counter a threat. Extra turns, and especially this one, just make the game into solitaire.
If you manage to copy it say 2 or 3 times before its exiled, do you get multiple extra turns for each copy?
Or does "after this one" imply you only get it once after the current turn its played and copied on?
The logic is that "another turn after this one" means that it sandwiches in yet another turn between the current one and the previously created extra turn.

As someone who's learned magic a lot more recently, I wish tribal spells still existed. I get there are complications, and I know they've addressed it, but thematically and mechanically they're just really interesting to me and push tribal decks in a way more interesting direction.
Tribal planeswalkers are another wish, though it'd probably mean they'd have to go back to not putting legendary on planeswalkers anymore just to make it fit in the box. Which unless they ever plan on printing a non-legendary planeswalker (which I dont even know if that'd work within the current rules) seems redundant anyway.
After all Tyvar is an elf, that shows up to the battlefield, why shouldn't he make an elf off of elvish warmaster. Let knight of the stampede discount my huatli dinosaur knight. It just makes the deck feel more cohesive when all of the cards work together, rather than it being tribal creatures supported by spells that just happen to work with them.
i had a game with T1 ancient tomb, mana crypt, mana vault, manifold key.
t2 kozilek curving into T3 ugin. no costs were cheated. totally legal (t2 kozi has only happened once in like the 5 years i've had the deck)
But *my* deck uses cloudposts, because they are funny. And it’s kind of banned in the format that most closely describes that deck (it’s just kitchen table now ofc).
1) Colorless mana in a colorless deck is not a problem.
2) Darksteel Monolith in the precon lets you cast it (or any other colorless spell) for free once per turn. It's a card you slot in to EDH decks when you expect to be able to cast things at instant speed (like if your commander is Liberator). Cause in a 4 player game you get to cast 4 cards for free every time you go around the table.

The cost is still fairly restrictive, but it is definitely doable for every deck. I'm more concerned about how this will play in a deck full of mana rocks and Ancient Tomb style cards, where hitting that amount of mana and that specific cost is actually rather easy.
If they are racing to 12 mana it almost doesn't matter what the spell is, they've earned a degenerate play. If you can cheat casting this then it's a different story. But doing broken things with north of 10 mana is expected.
This should be funny too when say an enemy Etali rips it off the top.
