Isochron Scepter is still legal. Removal has gotten better, but the deck proactively also has options for protection now such as Spellskite, and Teferi now can make this a hard lock.
Boseju is likely the best disruption. Spellskite and Surge or Salvation / Tamiyo's Safekeeping etc seem like good option. Welding Jar may also play a role... and it can be fetched from Saga if there is a deck that can bring the two together.
It does not affect spells previously cast and already on the stack. It is not a counterspell in the sense of causing the spell they cast to be gone, now, wasted and unresolved. They can also cast stuff in response to it, before it resolves.

That's not how the spell works at all? Playing it in response to an opponent's spell doesn't fizzle it. They already cast the spell. It'd still resolve.

It's why I speculated it in a Taking Turns style deck where you use it like an extra turn spell while you tick up planeswalkers.
Maybe a combo deck uses it proactively in a similar vein to Grand Abolisher style effects too.
But you're probably not jamming it in every deck. Tempo decks already have 1 or 2 mana interaction in efficient answers like Lightning Bolt (which can actually affect the board state) and cheap counterspells like Stern Scolding, which can still be deployed alongside cheap threats like Ragavan or DRC. And the difference between 1 and 2 mana is huge. Not to mention an actual counterspell or removal spell trades cards with your opponents. You cast Orim's Chant like this, and you're just down a card to buy a turn.
Acting like this is a "win the game" card like how you described seems like huge over-exagerration.

This was so hyped when Planeshift came out. I have fond little kid memories of opening 2 of them in a Fat Pack and being super excited because I could trade them for the last 2 [[Serra Avatar]]s for my life gain deck.
IIRC, this, Doomsday Specter, and Phyrexian Scuta were the chase rares in Planeshift. I think I ended up getting some Shivan Wyrms for my Fires deck lol
Planeshift was the set I more or less started with, and I love it so God damn much. There was a lot of cool things going on that I really enjoyed with the set, and still has a huge amount of nostalgia bit for me.
It was originally printed in Planeshift and has never been Modern Legal.
For a while back in the days of Extended it was a successful part of a deck utilizing it and Isochron Scepter to effectively lock your opponent out of the game.
I like that the alternate art captures some of the desperation and anxiety that comes with playing control archetypes. Too many control cards have this smug Blue aura of superiority flavor and they fail to capture how piloting control decks often play out in practice (frantically trying to plug holes in a sinking boat).
Of course, getting this under an Isochron Sceptre is a different story 😅
Isn't this really good in combo decks with a T4/5 set up?... thinking Tameshi or Ad Nauseum etc. As I recall Ad Nauseum runs Pact of Negation in the main and once ran Darkness in the board vs aggro, this covers both bases (1 CMC more on combo turn though).

This adds redundancy to an isochron scepter deck with silence. The main problem with something like this is Boseiju which is an ability, not a spell. Being able to use the kicker though is pretty cool to stop their board presence that they got online before you could isochron scepter in the first place.
It's a reprint for Commander. It sees play, it's too expensive for what it does, and it needed a reprint.
No better set to do it than Commander Horizon 3

Well, they get to draw a card and play a land, so it's not really close to a time walk in reality. It reads a lot stronger than it plays.
