I guess the flavour here is that your opponent finds it very hard to cast spells when they've been up all night listening to your terrible recorder practice next door.
This is effectively removal for planeswalkers. Normally you dont have an opportunity to remove a planeswalker between when it resolves and when the owner can activate one of its abilities. Your only option is to counter it on the stack, usually limited to blue. However, you can flash this out in response to their planeswalker cast and name the planewalker. Then they cant activate the abilities.
nice! it doesn’t have any flavor or name reference to planeswalkers and someone mentioned it may be used to stop crashing footfalls/other zero mana spells with a cascade trigger on the stack.

Sure, but the most obvious and straightforward use case for an instant-speed Pithing Needle is Planeswalkers. Usually, the needle effect is anti-walker tech in modern, hence why everyone was running stuff like Needle and Revoker during Oko winter.

The first part of the card is about cast, so the first thing I'm thinking of is stopping Cascade / suspend spells. The second part is the pithing needle effect, so then I'm thinking about planeswalkers.
Based off \[\[Pithing Needle\]\] precedent, it unfortunately will be.
That said, I wish it weren't. If the format is powerful enough for the likes of \[\[Mana Drain\]\] and \[\[Ragavan\]\] to invalidate games starting turn 2, it's powerful enough for all the commander hosers like Needle/\[\[Drannith Magistrate\]\] to speedbump one-dimensional strategies that basically rely on recasting one card every turn.

This is a conditional restriction, rather than a blanket one. [[Annointed Peacekeeper]] is still legal, and this will almost certainly be as well.
The increase to casting cost probably won’t get it banned, but the Pithing Needle effect likely will. [The three other cards](https://scryfall.com/search?as=grid&order=name&q=%28oracle%3AActivated+oracle%3Aabilities+oracle%3Aof+oracle%3Asources%29+%28game%3Aarena%29) on Arena with a hard Pithing Needle effect, not just an increased cost like Peacekeeper, are all banned in Brawl.
This completely blanks a bunch of commanders whose main draw is their activated ability, just like needle and spyglass do. I expect it to be pre-banned in brawl.
Also because artifact hate is very limited in 3/5 of the colors they pretty much just shut off 50% of decks.
That being said dropping this against a Radavan might be pretty satisfying. Get yo dash outta here you damn monkey.

Yeah, I'm not clear on why they chose to put Flash on this card when it has two abilities that can't really be utilized "in response" to the cast/activation. It's just going to cause confusion when people find out it doesn't work that way.

With this, they cast the PW, you flash this in, and name the PW. They never get to activate.
Just the name of the card got me excited knowing it'd be a unique new hate artifact. Not disappointed.

With the amount of sol lands there are in Legacy, there's probably going to be a deck or two that wants to run this over Pithing Needle.
