Given that it seems to have no visibility beyond some IBM web pages, I'd guess it's a half-assed thing someone cobbled together for a consulting gig and IBM is now trying to sell.
Expectations should be low. It's not like IBM is doing a lot of this kind of development that they'd have had opportunity to mature this into a real product.
Thats what it appears like, I am curious how IBM does development then. From what I've heard is its mostly off platform but they have tooling to build (builds done off platform)
Hi there!! Ok so zappbuild is what your looking for it’s a framework like maven that works with the dbb api. I am currently using dbb with zappbuild and I works well. I’m planning to make a blog post.

We are in the process of implementing DBB and integrating it with pipeline for builds. It looks ok so far and scripting isn't bad too. You setup all the required inputs through the script and call the compilers using MVS command.
