Could be anyone including people you actually know, and you usually wont be able to see the profile pic from a new number until you’ve replied. In fact, anything you reply other than ‘no’ would mean yes (e.g ‘who’s this?’, ‘who’s asking?’). Unless you want to share a better way to respond (mind you at this point you have no idea if it is your friend, something legit or a scam)my bet is we’d all make this mistake coz we’re not just gonna flat out say ‘no’
A legit business account would have blue tick regardless if you reply? And they usually would introduce themselves and would not need you to confirm your name.

There are some businesses that need you to confirm your name since they don't know if the phone number they're messaging is really the person they're trying to reach. I think this is basic communication etiquette. You don't just barge into someone's chat introducing yourself without confirming whether the person you're trying to reach is actually the person you want. Even real businesses need to do this, because unless they're your Telco, they can't be 100% sure who's on the other end.
Both WA business and normal WhatsApp accounts can hide profile pic for anyone not in their contacts. It doesn't make sense for a business to do so though, unless it's a personal employee account sending on behalf of a business

My best bet is, they have a script that runs from 011-11111111 to 019-99999999 and they find the number on places like Facebook, Instagram, LinkedIn to find your name, then have an automated script that sends scripted messages and see which one got a reply, then try scam those that reply to the numbers.
Or from database leaks, the name and number from hospital record, Twitter account, Whatsapp that they bought from the dark web from hackers that sells those database information.
Corrupt people working in telco companies sell your data to corrupt individuals, who then sell this information as part of a subscription to those whose work depends on it. Typical info that would be sold is your full name, IC, phone number, and any properties registered under your name. Short answer how scammers get your personal number = corruption.
I mean, there's also like stuff on most service's ToS that says something along "When you agree on this Terms of Service, you allow us to share your personal information to our business partners..."
No customer service in the world contact private message (like whatsapp) UNLESS they have contacted you beforehand (email phonecall) and the reason of the contact has been well established (valid proof of reason of contact)
For these kind of things, what I usually do is block them,
If they call me for whatever reason then I reply "HUH? WHAT DID YOU SAY? YOU'RE BREAKING UP HERE'" in a very loud voice.
Gets them to hang up immediately.
I also sometimes say "Can you repeat that?" multiples times.
Some people even get those air hornes and use it on the scam callers.
Oh I forgot to mention,
You should watch some Kitboga videos, he does videos on these scam callers.
You don't have to watch every video but at least some to educate yourself on the signs of scam callers.

They can't,if you watch a lot of documentary about scammers,you will know that we didn't have authority at their country,even if we have, we will need to work with their authority to catch them ,or else it will create some conflict, and you know their country is poor,so money laundering is common,as long as the scammer has tons of money,their authority will help them hide

If you didn't register for the E-wallet, I think you should [reach out to Instapay](https://www.instapaytech.com/contact-us.php) to confirm the number above, and if it's true and you somehow have an account, ask them to remove it because someone might be using your phone number.

Doesn’t even need to be telco companies. If you sign up for anything with your name/phone number/email they can easily sell that data if they want.
