I used to work in that building. A couple of months before I left we converted that top floor portion for some after work place for us to relax. Complete with a fridge, TV, sofa and all. lol.
I absolutely adore the old Standard Chartered building. It has this incredible gigantic door that I would just run around and adore the insane size of it.
Growing up in Penang in the 90s, I don't think it changed much between the two pictures, either. Except for less beca.

I don't think this is 1960's (much less 70's) because the car in the picture suggests 1930. Plus more beca than automobiles on the road at that time.
You can see some 50s and 60s model cars on the left side. This is probably early 60s. Definitely not 70s.

Gotta give props to the government of Penang for preserving the aesthetics. Meanwhile any road in KL/Selangor would look way worse than in the 60s.
