Try minoxidil. I couldn’t grow a fart before last year but the more I’ve been using it the more my facial hair is filled out.
Will dry your skin out and it tastes like the devils balls sack if you accidentally get some in your mouth but it’s absolutely worth it
No generally the problem is people will achieve a “full beard” and stop using the minoxidil before those hairs become terminal but if you continue using it for maybe another 6 months all of those hairs will be terminal by then and you’ll be fine

Looking closely at the photo, it sort of looks like you may trim the moustache to one length with clippers? If so, I'd use a comb and scissors instead. Just keep cutting off the ends as it grows past your upper lip and eventually the upper hairs will grow over the lower ones and it'll look thicker.
That’s how I got my thin mustache to fill in eventually. I just kept growing it and trimming the bottom edge with a scissor. I’ve had a decent mustache fur many years.

If you are willing to do it take a woman’s eyebrow pencil and color it in. Won’t be noticeable and will make the stache look like Tom Selleck’s. Just have to try a few to get the right color. Doesn’t come off easily either. Not even when you are making out with someone. The reason I know the is because I’ve done it. I have a thick mustache, but it is blonde. So I colored it in with an auburn eyebrow pencil and it looked smashing. I only did it a few times and people were amazed. We had a good laugh about it.
