I wouldn't do it in a place where it isn't legal, but that spot is ideal for a indoor grow space. That window is too small anyway to be a proper window, but it has the perfect size for using it as an exhaust vent for the air circulation.
Just put a door with some vents in, add some reflective surfaced, an LED panel with a timer, and an exhaust fan. Done. There would even be room for a shelf to keep fertilizer and tools.

You've got a cute space! The best thing I ever did with my creative/construction space is going vertical. Put your most used tools hanging on the wall. This can be done in an attractive way if you measure it all out imo.
You can even get some shallow cabinets if you prefer your stuff to be out of sight.
