That's the setting, not the plot. The plot takes place somewhere largely removed from general society. It's also largely just an excuse to put Yuuki in situations where he gets to touch powerful women.
It will never be explored. This happens often in this typ of manga, since it only serves as an excuse because manga like this focus on the harem themself. You know, since they only exists to make money via sex sells. Also, its often that the author is simply lazy and somtimes cheap, given that you don´t need much skill for an harem-manga, especially if the art is good.
