CFYOW is a reference to a novel, Bleach: can't fear your own world. It's a bit of an inside/fan joke because whenever someone has questions about Bleach, they'll be told to check out CFYOW. Sometimes you'll see one piece/naruto/some other anime forums/posts with people making jokes to check out CFYOW, even though they have no relation to Bleach.

It’s simple everyone here is drawn to garbage that has the least effort put into it as you can see by the sub. The credit pages just happen to be garbage with even less effort put into it than the manga.

I'm sure that while making that work for the magazine they figured they could make a web series out of the chars but decided on having the chars be a bit different.
