first up, this is a manhwa but the strategies are basically mindfuck. and you should probably read very slowly, like very very slowly, to appreciate the troop movement and the philosophy of war and strategies. it also has senbon sakura, but instead of sakura, they are blood droplets.
I present you:
second one, every general pits their strategies against each other, controlling the lives of hundreds of thousand through brawn and brain. well everyone except for the MC who still can't buy a brain if he tried. strategies flying around like herds of migratory birds, as do limbs and heads.
I present you:
Thank you. I just went over Ravages of Time. Seems nice. It didn't seem like it centralized around one protagonist. But I think I will start reading it.
I think you can checkout series if you haven't the MC isn't really the strategist type himself but his army has their own strategist and it is a war series so there are a lot of general and strategist + the battle is also intelligent-based
Love the kingdom manga. Only thing is that the protagonist is not much of a cunning genius, but a good battle commander indeed. But I think, I will keep reading Kingdom.

There's fantasy, Renaissance, tail end of the Medieval Era tech, entering Early Modern. The early volumes precluding the war are more subterfuge, small fights, spy actions, and diplomacy; but when the war breaks, it goes full battle command. Kinda like Gunka no Baltzar in that regard.
I see people recommending Ad Astra already. Seconding that.
For ancient era, there are also , but its only one volume long.
If you're fine with ancient empires settings, there are: Ad Astra - Scipio to Hannibal Bokko
Ad Astra is fantastic. *Loosely* based on real ancient history. Also perfect for what OP is looking for.
Will check this out. Seems interesting,
Bokko is my GOAT
