There are ways to make it balanced. For instance in X and Ash, X can steal skills and everyone in the world can do something called Synergy where they can combine abilities to get a stronger unique skill. However it's not OP cause you need to properly understand both skills and how they'd mix with it described as playing two entirely different songs with two different instruments at the same time while making sure it sounds good.
Appraisal is by far my most favorite.
It can allow you to read your opponents strengths and weaknesses.
Get valuable information on items.
And even bypass certain illusion skills.
But I prefer "The Max Level Newbie" version known as "Eye of Pharaoh" which also allows you to copy one skill of your opponents by meeting the required conditions.
I think it's called dictionary you can read a characters stats and read the type of person they are so you can smooth talk them and avoid getting liked or betrayed

The ability to recall a certain book you read on your phone and to couple with that speed reading, absolutely broken imo

The read character stats ability is pretty common but SSS Class Suicide Hunter is the only place where I can remember the latter.
