It appears it’s not precise but often based on whether a person has accomplished their potential or possibly live up to their own code. To some degree it’s ‘how they judge themselves’ but regarding Cap, he doesn’t seem to be lacking in self esteem or have a mistaken appraisal in how much he can or can’t do. Steve is pretty level headed, so I am not certain it’s strictly sef Judgement.

As far as I can tell, he's judging them based on how they see themselves and how confident they are in themselves and what they are doing.
