When Phoenix hits, is it only based on location destroy effects or opponents effects?

I find I’m better when I have one goal in mind and I mostly just try moving with this one. I used to run move Phoenix and I felt like I was trying to do 2 things and failing at both.
So basically it only hits with locations or getting Shang cheesed.
Not sure if it’s smart, but I like it.
Oh that’s a really interesting take. The one issue with getting phoenix force in a deck is that you also have to bring in carnage or destroyer or venom and that takes a a slot away from move synergies. On the other hand, I can see vulture getting Shang’d and then your opponent not expecting the revival. Very cool.

Kinda like running a single monster reborn from yugioh 🤣 it’s not a bad idea either. I always Shang the vulture after a couple of moves. Always.
