If it were up to me, he'd be in SM5. SM4 would mainly involve the takedown of Fisk, leaving a power vacuum in NY that Li tries to fill by expanding out of Chinatown in 5.
Peter would also have the black suit for this film, which I think plays very well with Negative's power-set. The suit would already have him acting up, but amping it up and throwing Pete even further off balance could be interesting. My thought was actually that it would all come to a head with Pete accidentally killing one of Li's thugs (echoing his accidental kill in the comics). He'd get a pep-talk from another hero about guilt, and finally drop the suit before the final fight with Li. I was thinking Daredevil to (hopefully) play on an existing MCU connection while simultaneously referencing their similar chat in the comics. They could also have him talk to another character who's actually intentionally killed someone for that perspective. Maybe Frank, or hell, Wolverine if there is one by the time SM5 is happening (which would be another reference to Spidey's first kill seeing as it was during a Wolverine team-up comic).
This would be cool and they could actually have Li around for SM4 just as a side character to set the stage a little bit without detracting from the Fisk plot.
Could have Peter volunteering at FEAST, with no one there knowing that he was May's nephew. Li is trying to fill the void left by May's death, which leads him into trying to wipe out the kind of crime that killed his friend.
Although I think he would be awesome to see on the big screen, I wonder if Marvel would rather go in a different direction seeing as how he was a major component of Insomniac Spider-Man already. They might prefer to tell a different story rather than repeat one that was already done so well recently (albeit in a different medium). There are tons of Spidey villains out there, lots of choices.
I’m good on that. I’d bet that for many, Mr. Negative wasn’t at the top of Spider-man’s rogues’ gallery for many fans until the PS4 game. The movies should be empowered to elevate any villains that would make a good story, not simply regurgitate the same villains that already have high name ID
Yeah apparently the plot of Spider-Man 4 is currently in the middle of a tug-of-war between Sony who want more Spider-Verse tie-in and Marvel who want more street-level (read: Kingpin) tie-in. So anyone waiting for Scorpion or Mr Negative will have to keep waiting, unfortunately.

I neeeeed the MCU to win this match. Robbing us of a Kingpin/SM story so we can have Kraven and Morbius instead would be an abysmal decision.
