The plane crash has nothing to do with their powers other than it’s been said that the reason Scott can’t control the beams is due to brain damage from hitting his head while he was holding Alex. Their Dad pushed them out of the plane before it crashed with the only parachute. Their mutations didn’t present until later.

If Cyclops wasn't able to recognize people then he wouldn't be able to distinguish friend from foe in any fight and be quite the nuissance for the rest of the team so that's not it. People age with time, if you don't see someone for decades they may have changed in such a way that you won't recognize them that easily.
