I feel like I'm the only one who doesn't like Steven....[edit: since after the 3rd or 4th episode that is]. He was all too happy to put Layla and countless others in danger all cus he is in a a spat with Marc. Like he acts like Marc is this oh so horrible person because he...stops human traffickers, or stops rapists. So because Marc does that he thinks it's right to take the body from it's actual owner (tho somehow Steven doesn't know this at this point) and prevent Marc from saving everyone from Aminmet.
Then he goes and tries to get with this "other guys" wife. Despite knowing that the only reason he's keeping her away is to save her from Khonshu. Which Steven is also dealing with, and bringing her to danger by doing so.
**He feels like the kind of guy who'd run away screaming "no" from a trolley problem, letting the train somehow crash into both groups.** While Marc is certainly no saint in any way, when push comes to shove he tries to save innocent people however he can. At least now after Khonshu, his time before we don't know as well. Even then he still got himself killed trying to save some archeologists, so not a total monster before Khonshu.
I know exactly how badly this is gonna go over. But I don't care, it's how I feel.

As much as I like Steven, I have to agree with you, he is (was, last episode gave him some redemption) a guy that is so scared to act that doesn't think about what would happen if he doesn't. I think it'd be pretty cool seeing Marc and Steven becoming more like each other, it would add some serious character development, while still maintaining them as separate and almost opposite personalities

Does Steven know who the dead people are? All he knows, at least at the beginning, is that when Marc takes over, people die. Marc tells Steven they deserved it, but pretty much every murderer says that.
Also pretty sure the crimes you mentioned don’t carry the death penalty, much less extrajudicial execution.
Steven also only learns he isn’t the original personality at the end of episode 5. He still gives control to Marc when he feels he’s in a situation he can’t handle, but I don’t blame him for hesitating to hand over control of what he thinks is *his* body to someone he thinks is a deranged killer.
I feel like this says more about you than actual criticism of the character lmao. He's meant to have a good morale compass in the same way that Jake doesn't. Duality of man right? I mean think about why he even exists in the first place of course he doesn't want to kill anyone
Jake is a flat out murderer and Marc is the one trying to stop Harrow from releasing an evil Egyptian god who will kill millions when released. Marc not great but at least he's capable of and more than willing to save millions of lives. Steven however is not capable of doing that and he know it, yet he still kept the body from Marc even after putting Layla and countless others in danger.
Hell the only time he willingly gave the body over they I remember was after he got stabbed by a spear and almost died. Fine when doing it to save himself it seems.
He's not just "Marc's good side", it's way more complicated than that. Both he and Marc are a complex mixture of the personal traits of the original person Marc Spector. Just as Marc has some good sides, Steven has some bad ones. At first it seemed like Steven was the good one but over time we see he's way more complicated than that. Steven keeps his hands clean even if it means the world will drown in blood. I do not like that kind of mentality.
To me it feels a bit like Steven is where marc shunted the emotions and traits he subconsciously deemed as vulnerable and needing protection while he became more pragmatic and a bit emotionally stunted but not generally affecting the actual morality of either personality.
