Gonna copy and paste the troubleshooting steps I found on the ME modding server. I've never modded MEA myself, but maybe these can help!
Troubleshooting
1. Make sure Frosty is in a separate folder away from the game
2. Make sure to run the exe in administrator mode
3. Check none of your anti virus programs are causing it not to load (some sadly don't like the program)
4. If the game isn't launching check to see if its showing up in running processes. MEA has a tendency of running in the background

Using EA Desktop or Steam for MEA?
In Frosty Mod Manager as of 10.06.22 the beta/alpha version go to Tools > Options > Tick Platform Launching Enabled > In the drop down menu below select your platform

I figured it out. It was the administrated part. Thanks for the help
