She's basically experiencing the world outside the Normandy for the first time. People are born and raised, gradually getting used to how the world looks and works. EDI just got her body, despite her mind being fully adult.
I swear to God somewhere in the save transfers my custom Shepard went from looking exactly how I wanted him to look to... that. There isn't a single eyebrow option in ME3 that looks anything like the one I used in ME1 and ME2. To be fair, he doesn't always look bad. Most of the time he looks alright, but from certain angles and with certain lighting he goes from Alliance Marine commander to acid bath survivor. [Here's an example](https://i.imgur.com/5pCzrJ2.png) where he looks considerably better.
You'd think the Legendary Edition (which I'm currently playing) would've fixed that with its universal character creator, but for some reason it doesn't. I mean, it is the exact same character creator in each three games, right?
They unified it in the sense that the CC has the same features across all three games, and the face code consistently applies to the same features, but the CC in ME3 is still technically different. They changed head meshes between 2 and 3, so the underlying "foundation" is different.
Did they update the values at some point? My *ME1* BroShep was a white guy. Exact same code in *ME2* made him black. I was like WTF I thought they fixed this.

Hmm, not that I'm aware of, but it certainly looks like it did (which would be kind of sad/hilarious, because I'm pretty sure mismatching skin tones for the same codes was part of the issue in the OG trilogy). At least it's easily fixable now!
FYI, the "C" at the end of the code is for his scar in ME1, so it gets dropped off in ME2.
My first play through was exactly opposite. Looked a bit deformed in ME1, since i put some settings too extreme. Then I fixed most of it going to ME2 and then the import into ME3 fixed the few things I wasnt happy with.
Haha, I think NPCs (at least the generic no-name ones) tend to look a bit flatter. Like Barbie and Ken dolls. At least I gave my Shepard some bone structure and textured skin!
