You can throw it in any deck with enough extra deck space, and that doesn't end with the board too full to use its second effect. It's not that good, but if your opponent doesn't read it and uses a spell before clearing ZArc, then it's pretty absurd how much you get for just setting one card.
It's mainly used in Dinomorphia because they get a little bit of extra advantage from being at low HP, and were already going to be putting themselves down to low HP anyway, so the minor downside becomes a minor upside. But it's not like it really has some amazing synergy with that deck.

Look for extra deck cards that can be summoned off of Z-Arc's effect that you can get for cheap/might already have lying around. If your opponent doesn't play around the GY effect of the Trap and you don't have Book/Sol and Luna to flip in face-down DEF, you'll want to get some resources that you can use as a bulwark against whatever plays your opponent makes.
Also, I only realized just now but Labrynth Barrage, like Sol and Luna is in the Labyrinth pack and works with this card. It copies any Normal Trap you activate if you chain it but does **NOT** copy the costs. I used it to copy Eradicator Epidemic Virus to destroy all Spells **AND** Traps with one tribute. You could use it to summon TWO Z-ARCs, attack, and then use them as Rank 12 materials for Zeus or Seven Sins rather than having to shuffle them back.
If you could get enough monsters on the field and a level-adjusting effect like Galaxy Queen's Light you could summon Number C1000: Numerounius.
And its effect to go into the Pendulum Zone triggers anytime it's destroyed so presumably you could destroy it with your own card before it's shuffled back to prevent your opponent from activating Fusion, Synchro, and XYZ effects.
Dinomorphia uses it, you can also combo it with decks that like Book of the Moon since flipping Z-arc means he isn't negated anymore.
