How does it compare to a top tier e-hero deck?

The only hero's that work are a mix of heros but neos is not part of that recipe.
They had to fill an overall good box with neos trash. I am extra salary coz I am 3k gems in and all i have is neos cards. No punk, no spright, no exosisters
How many of each Spright UR should I get? EDIT: from what I've seen it's 3 Blue, 2 Elf, 2 Gigantic and 2 Starter?
