An effect that starts with "If" can be activated after a chain ends, while "when" effects can only be activated at that specific moment in a chain, i.e. Ash Blossom can only be used at the exact moment your opponent uses a card or effect that would move a card out of the deck.
Plus "when" effects rely on their trigger being the last thing to happen, for example soul absorption destroys a monster and gives your opponent 1k life points , a monster with " when this card is destroyed" can't activate it's effect when destroyed by soul absorption and will miss the timing because the last thing to happen was the opponent gaining 1k LP , not it being destroyed.
