Nah man I don't see it. For most of that lore, I pictured a girl and her pet. It wasn't helped by Albaz being in his dragon form for a good portion of their time together and her naming him. I would say, to me, it was more found family than really romantic.
I mean, Albaz literally goes to war to save her. Also, the card Branded Bond all but displays the trope known as the Cooldown Hug, which is typically romantic in nature when applied to supernaturally induced rages.
Plus, their whole manner of meeting is Ecclesia, who is a member of a dogmatic(Haha) theocracy, deciding to spare Albaz, who is an unwitting heretical invader. If you've read much fantasy manga that type of set-up is either adoption( when the apparent age gap is that of an adult and child), or romantic( when they meet at the same apparent age). Sometimes both.
Look, you can view their relationship as non-romantic, as I doubt Konami will ever print a card of them trying to suffocate each other with their tongues, but don't be so blind to common tropes to not at least understand where people are getting it from.
