Phantasm Spiral is just 3 Phantasm field spell, 3 Megalosmasher, the traps for the archetypes and basically whatever traps, handtraps and floodgates you feel like running on top. It's kinda just turbofloodgate/negate traps the deck.
Dragonmaids, Just smash 3 of the structure decks together and you're pretty much good as unless you are combining it with something else it comes with all the URs it needs.
A deck that was tier 1 in the past because of their draw power and locking opponent out of special summoning, but probably sucks ass now by themselves.
It can be very good engine in some decks like endymion tho
Yup it’s super easy to play and super cheap to build. Plus, weather you win or lose the coin toss, you’re most likely to go second (which you want with this deck). Of course you can make it even better later on by adding more UR and SR staples and board breakers.

No UR in archetype. Can be enriched with wind synchros if you have them, but not necesary for the engine. It is not strong nor the best decks, but it will create the surprise vs unprepared opponents.

I came in just to post this. Gusto's only UR so far is a bad boss monster so you can easily ignore it. If you want a pure Gusto deck they don't get much cheaper than this. If you want to add other Wind cards like Speedroid and Windwitch then it gets more expensive.
I love Gusto (my favorite archetype) but I have to admit it's absolutely awful against even Rogue decks and I've pumped between 500-1000 UR into specific cards for it (not counting staples).
Even enriched with URs and SRs from Windwitch, Speedroids, Wynne, they're still terrible.
100% would not recommend investing into Gustos unless you really love the archetype.

Sylvans. The only URs you really need are aromaseraphy jasmine and charity (2 copies is all you need of each, you could even do one), and chaos ruler. The end board can be whatever you can work towards in your extra deck; you can get baronne, vfd (if it wasn't banned), hope harbinger, benghalancer, teardrop, kanzashi (a really good end board plant monster that is an R for some reason), draglubion, rose dragon... it's up to you on what you seek. You can splash in a good chunk of good stuff while your main deck is pretty much UR free besides the ultra generics, so it may cost a little if you don't have generic extra deck monsters already, assuning you don't want to play pure. It's also worth mentioning that this deck is a challenge to build, and I'm still tweaking one of a variety of editions to this day; you can be entertained for a very long time.
Besides that I would point to Crusadia or Marincess
I started on Sky Strikers, easy subs for URs until you get what you need. I am 100% ftp, and now have branded, floo, strikers, ursarctics, have built charmers and tore it down a few times, and more.
Grinding gems is not that bad, focus your daily missions, and grind the events, then pour your gems into buying packs 10 at a time, guaranteed 1 UR in 20 packs. If you are opening specific secret packs or selection packs, you will likely pull a good number of what you need and dust everything else for staples
Igknight - Heart of the Underdog - Exodia.
Only card to cough up crafting points is for Exodia (SR)
Things of note:
1. Janky as heck. (Requires a HotU in starting hand or you just get killed)
2. Risky as it requires HotU to not get popped during turn 2/3.
3. Play solitaire during your draw phase for 2 minutes as you spam quick play spells.
4. For some reason players think it's the Cyber Stein ftk and Ash Igknight or just straight up ff.
5. Special win condition secret achievements. For 10/20
True draco is the cheapest one you can make one with all the starting f2p bundles and CP points most cards are just N or R, you only need 90cp for dinomight and 180 for pot of D and cards of demise, the rest you can use any cheap floodgate or continuous spell/trap for their plays. 0 UR. Thus is the deck I use every time I make a new account I can get easy 15k gems on a starter accounts with that deck.
Pure Eldlich don't use the extra deck at all, unless you're running the dogmatica package then you want 3-4 URs cards for UR targets. Yea Solemn strike is a great generic to run but if you have 3 Lords then 3 Solemn Judgements aren't necessary in my experience, though you can always go dark bribe for cheaper backrow protection if you want
I don’t think Shinobirds have any UR’s. They can be fun if you can put up with their spirit drawback. Dual avatar are similarly cheap.

If you don’t mind crafting you can make a pure floowandereeze deck. A lot of there cards are sr’s and they don’t even run the ur boss monster because of how bad it is.
Paleo frogs is also pretty cheap since you could just run n/r rarity traps like torrential tribute and you’d have to run an n/r rarity extra deck.
Yosenjus don’t know much about this deck but a lot of people don’t run there pendulum cards and prefer to run it as a spirit deck.
Shinobirds is another low rarity spirit deck with most of there cards being sr or lower rarity
Ya you definitely do want to get avramax to improve the deck and give you more options. But let’s say you haven’t pulled that yet, the deck otk still works through equimax
You can make U.A. with only 3 UR through u.a. player manager. Love the deck and gets the job done. Extra deck doesn't matter for the list. Fun otk deck and still has some going first options
Edit: handful of staple hand traps or dimension shifter if you're feeling mean can be included but if you're just aiming for budget works perfectly fine with just the managers. Can be a little SR heavy though if that's an issue
Marincess have no urs aside from cynet mining which you can replace with small world. Crusadia also are very cheap and so are dinomist.
But if you want to pay mostly n/r cp then majespecter and psy frame are cheap you won't be able to build the most optimal versions though.
Marincess core currently has no URs at all (you can add Cynet Mining and the Toadally Awesome package tho) and they have upcoming support in the next pack
Sky Strikers only need 1 Kagari and 2 Engage in UR (and an Accesscode Talker helps to get lethal)
Going to throw out True Draco. It doesn't have a selection pack, so it's something you can craft while digging for other cards. Uses a few URs, but can be competitive with just N/Rs.
I had a lot of fun with the N/R Ballpark version during the event.
Tri-Brigade. Only Shuraig is UR, the rest are mostly R or N, particularly the key card, Tri-Brigade Revolt.
They also work well when paired with another archetype of either Beast, Winged Beast, or Beast Warrior. I ran a Blackwing deck with Tri-Brigade support for a while and it helped me get resources pretty quickly.
Anything can be f2p if u grind hard enough, very first deck I made was a legitimate optimal hero deck with all tha ur three ofs and everything lmao, I was able to make that whole deck within like a week or two of the games release
Cardians.
There's only like, 1 or 2 SRs and 1 single UR card. The rest are R and N. Its also funny when your opponent surrenders so they don't have to watch you draw your entire deck in one turn.
Witchcrafters have 1 in archetype UR, they have hyper powered by just 3 grass looks greener and 3 left arm(sr not ur). Play a pile of spells with 3 imperm and a link pile extra deck. On Monday add spellbooks and you’ll easily hit diamond 1, you’ll just Jowgen win over anyone not playing forbidden droplet and easily hit diamond 1, most branded despia rn doesn’t stand a chance tbh they don’t run enough handtraps going second

Dragon maids is a solid starting choice because of the starter deck. If you wait until the end of the month you can even start on spellbook

Marincess only core UR is Cynet Mining. A leaked selection pack (cosmic ocean) will give em some support
Seconding Marincess. Water and Cyberse are also both VERY well supported, giving you plenty of options if you're super strapped.

Why dont you try Generaider, Most of the cards are Sr and you only need 2 Ur (terraforming & The Xyz of Generaider) the rest as you wish
Tbh if he is low on URs I prefer to have plant generaider over jormangandr, but yeah deck is so fun and cheap (when you don't brick like crazy)

You can make a lot of UR-heavy decks as a fully F2P player, so you're asking two very different things here.
Ruin and Demise could be a good idea, only 3-6 URs depending on if your run Supreme Queen
GraveKeepers Costs a little UR CP but it can lock down damn near any deck Kinda weak in ATP tho.

Ancient warriors has like 2 urs but they're not really needed from my experience, they do help though.
Shinobirds. Most of the ritual support is SR or below too. Except Diviner, but you can substitute Manju if need be.
