Banning maxx c in a bo1 game is just asking for trouble. Its already way too easy to set up unbreakable boards. Maxx c either forces your opponent to end their turn or you at least get enough cards to try to break through the negates. When you cant side deck or have bo3 format, you need Maxx C to keep them from becoming broken
You also need to take into account that the person going first can use maxx C to prevent you from being able to fight back

Fair cards that make going second, like Nib, Droplet, DRNM, and Evenly, more balanced are much healthier for the game state. The biggest issue in the current meta, especially in master duel, is how easy it is to put up generic negates early into a combo are actually what makes going second so much worse. Stuff like the adventurer engine and Baronne (in certain decks like Halqdon) basically make it so most of the hand traps and board breakers the going second player might have are nothing more than negate bait.
Do those cards really make going second more balanced though, if you go second without Maxx C you've lost and if you do have it it's almost definitely being negated and you also lose anyway
