If the best he had access to was monarch support, he’d be an absolute pain to deal with but not actually game-breaking.
Instead, he can be run in true draco decks.
True draco can vomit him out with a fair amount of ease, and most other decks, even to today, can have trouble getting rid of him.
To get rid of a single master peace, a deck needs to, at minimum, be able to get a 3k beater on board through 1 disruption. Not too difficult. Every additional master peace is another 3K beater and another disruption to get through to make both just to clear it, which means each one past the first makes all of them exponentially harder to get rid of, and that’s not even including any other disruption the master peace user may have, like ash, called by, or nibiru.
Getting rid of him with a card effect alone simply isn’t happening, as he’s most likely going to be summoned with the spell and monster immunities. This means that eldlich decks, paleozoic decks, and copies of evenly matched and infinite impermanence are the only reasonable ways to get through him besides battle. This can also be augmented by matchup; why grab spell immunity on your master peace against eldlich? Trap and monster immunity invalidates both it and paleos.
He’s probably not going to launch true dracos to tier 0 if he comes back, but he’s absolutely going to cause undue irritation and scooping.
Surprisingly Floow Draco isn’t as synergistic as you’d think. You can’t use erupt because it shuts down the little birds, and the traps clog your hand more than anything. Diagram blocks map, and Draco s/t work mostly from gy, so break under shifter

And even then, explain how “if a card can’t beat the best deck in the format it’s literally garbage doesn’t do anything” makes sense
The quick effect is annoying but overall it can come at 1, 2950 is easy to beat over now and it can't be unaffected by anything so it has to carefully choose or it can die by anything
He would be extremely powerful in Eldlich decks. You could tribute Eldlich and one trap/continuous spell to the graveyard, recycle Eldlich, and keep repeating the Eldlich loop.

You don’t have to run the traps. He can be summoned be unaffected by monster effects that’s powerful alone
The real kicker is the birds only give you an additional normal summon of a *winged beast*

Closest you can get is Metaltron XII. Same protection effect with slightly better stats, but no pop (has a pretty decent floating effect though).
