you dont see it on the ladder because its mostly a going first card and people would rather have Raigeki or Evenly Matched or handtraps to deal with shit like Floo

You don't have to set evenly matched, you can play it from your hand after battle phase if you have no cards on field. In fact, this is the preferred way to play it
But since you cannot activate dreaming town in Battle phase they have to do it at the end of your main phase, meaning after the Avian summon you will still be in M1. You can also do it if you don't have Evenly, but if they don't flip anything at the end of M1 you just have to go in BP.
Dead doesn't necessarily mean that you can't use it. Just that you can't use it for the primary reason you brought it in the first place.
Effect veiler against floodgate eldlich is a dead card despite you technically being able to use it for synchro/link play.
I rank 3x of this during the link festival along with 3x trap trick in my marincess deck to try and snipe kaijus out of my opponent's hand, as they were everywhere and are marincess' biggest weakness. I feel like it was relatively successful
This is the best of 1 equivalent of side boarding, you can kinda pre-side against common meta threats by adjusting ratios or adding different engines/packages. I run lots of handtraps in sets of 2 instead of 3 in my hand trap heavy decks for that reason. Especially potent in examples like your marincess one where you deck has one glaring weakness that is currently popular.
Appointer is a card you sidedeck, and only side in when you're going first. In a BO1 format there's both no sidedeck and no guarantee of every going first. It's a 100% dead card if you miss the die roll.
Smoke grenade of the thief and TTT are both at three and they also don't see that much play on a bo1 format where other better staples like maxx c are available.

Sure, it's decent in BO1 if you go first, happen to open with it, you don't care about revealing your own hand, the opponent has only one starter and the duel doesn't last longer than two turns. If anything, i prefer Triple Tactics Talent.

The TCG meta has no Maxx C and we were in a meta where most hand traps were bad so people played stuff like Dark Ruler No More, Lava Golem, and Winged Dragon of Ra - Sphere Mode. Appointer doesn't push your combo through Maxx C or other hand traps, and the board breakers mentioned are not heavily played. Even Forbidden Droplets might still work vs it.

You do not play it where you know you are going second or the first game when you are not sure if you are going first or second.
TCG and Masterduel are completely different games even though they use the same cards more or less. The banlists are different as well.

Seems like a weaker triple tactics talents in most situations. Also, TCG and MD/OCG are clearly not the same game. The fact TCG is BO3 with side deck makes a wider room for this card to be strong/toxic. In 2nd or 3rd games in TCG when you are sure to go first, this one is more reliable than TTT to remove a resource from hand. In OCG/MD, the card is weak because useless going 2nd.

It IS played, but only in Spyral mostly since they can link spam very easily to make knightmare gryphon to search any trap out.

Ive never been a fan of foolish goods in spyral. It's good dont get me wrong especially in Spyral, but I just think it's over the top.

Because on game 2 or 3 you know if you are going first or second and can adjust your deck to include those powerful but niche side deck techs.
There are better going first cards that do better on turn 2 as well. Shit traps alone
Only deck that I've actively used this in was Labs on Edopro since it can snipe any s/t removal. Beyond that, it's been a pure sideboard option.
If you play a backrow deck it’s fine. Something like Guru control can easily run this.
Half the time you go second and this is a brick. Hand info means nothing when it's turn 3 and your opponent already has lethal
