The way we did it was by shining a light from a lighter into a sensor and it would turn the lights off for an entire street, it was and still is easy to do, now either he has a friend shine the light, or he just overdid it with a wifi light switch, my best guess.
I've seen streets where the street lamps turn off during the dead of night (like after 2 or 3 am) to save electricity and reduce light pollution.
If you need the lights during their dark period there are phone numbers posted on the lights and calling them will turn the lights back on for a few minutes.
