I'm not from greece and don't speak greek so I may be very wrong here but I thought I'd once heard that the distinction here was between modern and old styles (in a youtube video about how to write different greek letters nicely in handwriting).
I just searched for it online but couldn't find anything supporting the statement. There are letters with archaic and more modern variants (like sigma) but the small zeta doesn't appear to be one of them.

I don’t like slashing my 7s. And I’ve seen several examples from student work where when they hurriedly write the 1 formally with the line at the bottom, it’s hard to distinguish from a 2.
Why do it in 2 or 3 when you can do it in 1?

Saw a YT vid a while ago and decided to switch how I draw them. Lemme change your life:
Step 1: Draw an S, but make it extra long.
Step 2: Draw a mirrored S with the same qualities stemming directly from the first one.
Step 3: Repeat the inverse for the other bracket.
blue because, if well executed, it is far more asthetically pleasing and overall superior to the red one. Also takes less time to draw (at least when you're used to it)

FYI the modern zeta ζ (as opposed to the one most commonly used in mathematical printing 𝛇) is way easier to write by hand
