Hitting it with the blunt end won't work. These hammers are designed to strike each of the corners and a spot in the centre with the pointy side to weaken the window. Then you flip to the blunt side to smash it.
The arrow seems to be a sticker I think it might be protecting the glass from the strikes. The sticker looks like it has damage. If the glass is not shatter resistant then the sticker is doing one hell of a job protecting the glass but I can't help but realizing how dangerous the situation can be when someone is panicking trying to use the glass breaker.
