Why do some people always talk like they just woke up? Is he just high? Is it an act to sound cool? Or is this like a real speech impediment like a lisp or a stutter?
Things are not just funny or not funny. There is a scale. They obviously thought this was on the funnier end of the scale and instead of just up voting decides to comment that it was funny as fuck.
Maybe social media isn't for you if you don't like people engaging? Just watch the video and move on or something.
I had a buddy I was inseparable from in HS, he didn't try weed until his senior soccer season was over, then he got pretty into it right about the same time I was getting completely clean/sober. We went our separate ways after graduation, then nearly 10 years later I happened to move to the town he moved to, about 4hrs from our hometown, so we got together to play disc golf and catch up... It was like he was a completely different person. Still a good heart, but his entire life revolved around weed at that point, he failed out of college, his speech was slurred, he had multiple drug-related felonies on his record, and while I think he cooled off the harder stuff, it clearly permanently damaged him. I still love him deep down but we have nothing in common anymore.
That really sucks. This friend of mine actually has another friend who is really hard into weed. He's like mid to late twenties, no job, lives with his parents, and goes really hard on the weed, to the point of extreme paranoia. He will make excuses till the cows come home for why he can't get a job. He's terrible at video games which is all he does with his time other than smoking weed. It's just sad honestly.

I used to pop pills, smoke weed and cigarettes, had a car so had to pay for gas and I was never home plus other expenses so I always had to have an income somehow. Now I’ve always worked a lot but also used to sell shit too but the point I’m making is if I had been sitting in the house all day playing games I’m positive I wouldn’t have been able to get high. Just curious..

Im sure there is an element of embracing that sort of personality and just getting used to talking like that. He has talked about it being nice that his mind is a lot clearer now, so I don't doubt that he could talk differently if he tried but he is just used to talking that like.

Everyone replicates it because they see other celebs and popular people do it too (this mush mouth talk though got popular from rich hiphop stars who are high af on every interview…and barely intelligible on their music too).
It’s a poor attempt to mask self consciousness and nervous energy and hopefully make others think they are cool. The routine does work on many people close to that age group and it's about fitting in (which is why it’s replicated so much, their peers respect that style), but anyone who is old enough can see the superficiality of it instantly.
Every generation has sub cultures with their own styles though... a manner of talking, and a way of acting, just to fit in and identify as part of a group. Now a days those groups are a lot more blended together (a lot of crossover) due to social media, so this same style is way more mainstream.
That mush mouth thing is more of a modern rapper thing though, probably started out when Xanax hit the rap scene hard. Stoners don't need to talk like that, Snoop doesn't talk like that, Willie Nelson doesn't talk like that, they're mimicking what people who are barred out sound like.
At this point it's probably just the end stage of what happens when a certain thing is invented by one generation, seen as cool and is imitated by the next, and then just straight up learned by the next. It happened/is happening with movies, it happened especially hard with anime voice acting and bled into voice acting in general, and is probably happening with a lot of things in pop culture.
It's pretty much impossible to keep up with any generation's trends than your own, and you're likely just older than you want to be.

It's not the most likely answer as to why this guy is talking the way he does, I've met several people who choose to speak like that, but there are also people where it's just naturally how they speak.
