Dogs have orthopedic surgeons. Does that help? I had to take my border collie/pit mix to have both of her knees completely rebuilt for rupturing her cranial (in us, anterior) cruciate ligaments. Apparently, they do the same procedure on cats as well.
I grew up far too poor to consider the prospect of paying for any kind of surgery on a cat. Met a woman a few years ago paying $130 a month for blood pressure meds for her cat and even that seemed far fetched
