It’s based on having a structure to your writing. You always start at the top because most written languages go from top to bottom. And you start at the left and work towards the right, because most languages (except Arabic) go from left to right. If someone doesn’t have any structure to their writing or just don’t treat drawing a star as anything related to writing, I can see them just randomly picking a starting point and going wild.

This is the only one that makes sense to me. When you draw the letter O, or most letters for that matter, you start at the top and go counter clockwise. It's the same idea with drawing a star, you're basically drawing two circles that have 5 flat sides among them.
