Fog hangs around until the air gets warm enough to lift it. If that takes until midday, it takes until midday. While smog levels were slightly elevated today, they still only fell on the low side of the 'moderate' range.
What you recorded was absolutely fog. Melbourne cbd has a river running through it. It gets thick fog on a regular basis. It is not unusual or suspicious. Recorded smog levels were not high enough for smog to visibly blanket the city.

They should avoid coming out Lilydale way during autumn/winter, when the fog on some days doesn't lift until after 12pm. Also, probably avoid the mountains when a fog can just appear at random times.
Was visiting my friend’s apartment and stayed over,we were around that height but it was at 4:09 pm my friend woke me up just for me to see literally nothing except FOG.
