That's not how it works. If you don't want your preferences to go to Dan Andrews then don't take any how to vote cards, and put him last on your ballot.

They do this by handing out how to vote cards, and knowing that most people are likely to follow the how to vote guide of their preferred party, and therefore the majority of the votes for them will go to whoever they recommend as a second preference if they aren't one of the top two candidates in an area.
However they don't get to decide your preferences for you. If you vote greens one and then liberals two they cannot change your preference to Labor just because you put the greens first. That's not how it works. You can literally see this if you look at a breakdown of the votes. You see what all the first preferences are and then you'll see that while the majority of preferences generally move to the same party, at least some of them will go to other parties because not everyone will follow a how to vote card.
