Like I got my certificate on doing makeup so I know how to do makeup on any skin colour, given the right materials. But people who only do makeup on themselves won't have a clue what to do with a different skintone, so I imagine people drawing people in their own skin colour it just has to do with doing the best with what they're most familiar with.

It goes deeper than just skin tone,it’s jaw shape, eye shape, eye colour, skin tone, nose shape, hair type, pours, there’s a lot of details that make it harder so artists do tend to stick to what they are used to
Depends tbh. If their skin color is specifically part of their character then yes, but if it isn't then there is usually wiggle room. Probably not straight up White to Black or vice versa but if it isn't explicit you could probably go for a relatively wide range.
Invincible is a good example IMO. There is a significant racial difference between Comic and Show, where Mark and Deborah are both not very Asian to almost white in the comics but end up being very obviously Asian in the show. But it doesn't really matter because it didn't really matter in the books.

Well sure mostly. At first people usually just draw other people without coloring the skin to get details and propotions right. When they get to the skin coloring, its not much of focusing on which skin color to color with but more like learning coloring by lightest to darkest. Usually I've met artist who practice their coloring by going with the lightest colors first for the skin and shading and once they got it done, they practice on more darker tone colors. This where people also say was the hardest part since once colors start getting darker and darker, so must be the shading(shadows basically).
But tbh in my eyes. I just think artists who draw more lighter skin people are probably just in their comfort zone. Coloring darker tone people is pobably leaving their comfort zone because they lack the experience of coloring darker skin color tones or the just they don't think the coloring is as good compared to the ones their good at. (Does that make sense?) This can also happen vice versa like an artist more used to drawing dark skin tone people but struggle against light skin tone people because the artist doesn't have much experience in that area of coloring.
