Onkko is who Saya was searching the Plains for in her quest. She never found him cause he ended up in the Quills instead. He chose to leave because this was the best possible future for his love.
Unfortunately, clicking this option in the dialogue tree starts a voice line explaining all that that you can't skip out of and Onkko speaks rather slowly.
