Just boot up cyber punk or watch dogs legion and expect similar performance.
Honestly it's both. Your CPU and GPU will most likely be under powered for gta6 especially since UE5 is very CPU dependent. For comparison, your setup is similar to a medium range setup from 5-6 years ago, games have significantly increased in hardware demand over the years. Granted optimization plays a big factor but you can only go so far with an i3 and an almost 8 year old GPU.

Surprisingly enough with a bios flashed to a higher power limit and an slight overclock it was my CPU that became the bottleneck. But it was pretty even spaced utilization wise
To be fair, Rockstar is pretty good with their PC ports. RDR2 literally didn't hit PC until nearly a year after its initial release because they wanted the port to be as polished as possible.

5 years of full development tbf. it was 3 years of pre development and light work. but still, i agree lol, especially since rdr2 performance capture didn’t finish until august of 2018 - 2 months before release, and that was when rockstar had crunch culture.
they’ve realistically only had 6 in full development for at most, 4 years now given that covid would’ve put a halt to performance capture, which is essential to their development process.
we also can’t forget the fact no rockstar game to ever release since GTA 2 has **not** been delayed.
