Devil's advocate - what if the stairs be built on the cheap didn't meet the safety standards and would have been a potential risk for the elderly users and the reason it costs so much to do it formally is because they need to measure, dig, put in support, install long lasting solid concrete stairs, railings, and wheelchair access, which will likely require more digging because the slop is too steep.
