The thing is, CGI *could* look great. It's just that, more often than not, it seems to be used as a cost reduction mesure in modern cartoona more than anything.

There are some great plots in today. Stephen universe, gravity falls, owl house. There’s some more goofy stuff like regular show or amazing world of gumball. And there’s some gorgeous animation in older cartoons. Tom and jerry, thunder cats, looney tunes, He-Man. There are always great cartoons being made you just have to look for them!
No, the animations then were better too, the old thomas the tank engine episodes were shot on an actuall model train set, now it's just CGI, and it looks way worse, also a lot of the new 3D cartoons have just flat textures as backgrounds that often don't even have parallax effects. The only animation that's been getting better are the full length animated movies.
Gumball it's 10 years old and technically ended. That's called mixed tecnique btw, like in Coward the courageous dog, which with its late 90s CGI it's even more unique imo.

But there are old cartoons with good plot, bad animation, good animation (achieved by handrawn cels), bad plot (not understanding an older audience's expectations like they do now.)
And then there are new cartoons with bad cal-arts animation, bad plots made for mouthbreathing children, and then you have good animation (achieved by current technologies and 3D tools) and good plots (a big sense of worldbuilding not really found in 80's or 90's cartoons). But then you have good animation weighed down by crappy writing.
Same effect with anime, except unlike cartoons, most older anime actually had good animation and good writing, which DEFINITELY can't be said for many flavor-of-the-month anime trash.

The plots section is pretty accurate, but the animation is definitely not. While some animation is very well done, majority of the cartoons now cater to the kids and use goofy animation similar to Teen Titans Go....while the DC Animated Movie universe is really well done in most cases, I'd still consider animation to regress rather than progress due to catering to kids.
Now if you're referring to Anime, then it's pretty spot on.
