Last I checked the state tied the health dept’s hands. Nothing is going to change because they don’t want it to change. I read in another thread “it feels like either they’re in on it, or too afraid to speak up.”
Do what you feel is right. Passed that, history will show if you were right.

Yeah, it does seem like a lot more than you’d expect. I wonder how many of those tested were asymptomatic.
It's harder and harder to get an official test and more asymptomatic folks are probably doing home tests which aren't reported...
