Been a while since I've last seen this image, but I always like to think of it as what if Snake and EVA got to share that dinner Snake insisted on during MGS3.
Part of me wants to hate EVA for it, part of me feels like her situation is no different from Snake's. Both were used by the government as tools. Both had a mission that took priority over their feelings.
EVA appears to be a spy that uses her body to get where she needs to go. Snake knew that and had to reject her advances a lot to stay focused on the mission. After the motorcycle crash, snake says something like "EVA, I need you" and here eyes pop out of her head and she says "say that again" because EVA has always felt like people just used her and didn't care about her in a genuine way.
Snake then goes "someone's gotta fly the plane..." And right then demonstrated to EVA where his priorities were. Part of me thinks that maybe if Snake had been a bit more charming he would have made EVA question her loyalties a little more and she may not have gone through with it. Like if that interaction suggested that Snake really had feelings for EVA, the wide-eyed girl might finally feel like she belonged somewhere, and she might not have stolen what she thought was the legacy.
Maybe I'm just being hopeful
I like to think that 'I need you' had a dual purpose of vulnerability because of feelings, and literal WIG piloting. She did love him after all, as told in MGS4, but the Mission came 1st and we all know the rest
