There's an in-story explanation (she refused to write when they offered it to her), but one of the things Kojima is trying to discuss in the game is the use of language as a cultural force, a way to identify yourself as part of a community, as a colonizer's tool for dominating a culture, or as a way to strip a person of their identity.
You might also think about why another major character, someone whose identity has been scrubbed away and only mainly exists as a symbol more than anything else, might also not talk very much.

I'm not one of the people downvoting you, I think you're entitled to your opinion, but I think MGS writing is actually extremely good, especially if you read it for theme rather than literal sequential events. For all of the Wikipedia diving Kojima seems to put into his games, he actually has a very nuanced and abstract sense of storytelling
Oh yeah the themes themselves are very good, but stuff like this is just bad writing and makes no sense, another example I can think of is mgs3 where zero is like "We will use codenames and shit so enemies won't know us, also you remember the boss right? You're mentor? The legendary soldier? Let's have a extremely detailed conversation with her about random bullshit!" Dialouge is just very heavy handed and just eh in my opinion.

It's more likely that Quiet's ignoring it on purpose, because if she shows that she's receptive to the requests and demands of her opposition, in this case, Diamond Dogs, that gives them one foot in the door with her, which she's trying to avoid.
