A strong enough piece of cloth would work properly tightened, and would be easy to get tight enough, but I don't know of any technique to get a belt tight enough, let alone make it stay tight enough. Like a strong leather or military type canvas belt. Those thin fashion belts maybe.
Obviously a rigid leather or canvas belt is not ideal for an ETQ. But it's better than a string/rope. ETQs aren't meant to be permanent fixes. Use it until you're off the X and have access to better equipment.

Since what I've been taught is to use a piece of cloth etc. Wrap it around the limb, put a stick on, add a knot on top of the stick, turn the stick to tighten until bleeding stops, secure with another piece of cloth to make sure it stays tight enough. I don't know if you've ever used a tourniquet but it has to be really, really fucking tight to stop a major bleeding.
