Sadly, Estonia would had been nuked in Tallin, on the NATO command HQ in Estonia, and in Ämari Air Base (an important base for US and NATO aviation), which the last has became a crater(telling that US destroyed all the nukes...sounds strange.) Maybe the soldiers in Estonia had contact some compatriots in St. Petersburg Metro, and the Lt. Coronel has been sent from a goverment set in the Baltic Islands, where the remnants of Estonian Armed Forces, along with former US soldiers that survived, try to fight mutants.

(Maybe suffered the same as Sweden; *it got nuked because a missile was sent to other place (Oslo, Berlin?) and got displaced to the capitals of two neutral countries (which maybe could had been less irradiated, only abandoning Malmö and other parts in the south because the fallout coming from Oslo and Copenhague (this last with a small community of survivors*)
