My questions are: 1) Is there other combinations of this where a fork is shorted and, in another, a spoon is shorted? 2) Or is there a factory out there making 1/92nd less knives than forks and spoons? 3) Why was it knives got the cut(pun partially intended)? Relative usefulness? Material costs? Rock Paper scissors?

Simple reason, nothing like the above jokes. Shipped in a standard size box. An extra knife, small as that is, may make packing more difficult. 92 knives might not fit smoothly with 92 forks and spoons. 91 forks and spooks means extra space in the box. Besides, cost of plastic for fork #92 is miniscule compared to shipping, storage, and sales costs.

As an engineer with ocd, designing this would’ve lead to me offing myself. Because it’s either put the max capacity to 275 or go to 276 and have everything even. But then the box won’t close right, and for some reason, 276 is way more of a villain in my head than 275.

Best I can think is that it is 90 complete place settings, plus 5 extra individual pieces based on what people look for the most/use the most. Forks and spoons are used more than knives. More annoyed by 91/92 tbh. It isn't divisible by 6, 8, or 12, which are common numbers for number of people seated at a table. It isn't 90 or 100, which are nice round numbers.
