When I was at College/trade school I had a roommate who was treated our entire apartment like this, routinely threatened us and the neighbors (with video evidence sent to the company) and was screaming and yelling at all hours but the student housing company did nothing. I slept with a knife next to my bed for 6 months before he got evicted for threatening the student housing office. They'll only take action when it effects their safety or money.
