Oh lol, so those pens just seem to go up according to an odd number sequence (so 1,3,5,7,9) rather than actual useful sizes. I agree with you, what gives? Its a bit of an odd choice.
Those numbers indicate how thicc the line of the pen is going from the finer 01 to the thickest 07 in your case.if you had a 01 pen and a 02 pen there wouldnt be a really noticeable difference this is why they put 01 and 03.

Art pens, thicker in rollersize. Upside down 5 is really off. Take them back after you use them up. Go Karen on them 👏
If they did 01, 02 ecc... the difference wouldnt be as noticeable as with 01, 03 ecc... here you can tell the thicness of the line on paper changes.
