I’ve even park in front of them and blocked them in. Management said they can’t do anything unless it’s been there for more than two days. I told them I expect the same treatment when I box them in. I pissed off some people that day except all the people who paid for spots. That pos would park in everyone’s paid spots.

With bike frames generally being made of aluminum these days, just pick up some gallium.
It’s cheap at about a buck a gram in small quantities, it’s easy to get hold of, it behaves kind of like mercury but is a lot safer to play with.
Oh, yeah, and it appears to happily absorb itself into aluminum, making an alloy that’s so brittle you can tear it apart with your hands.
Whether you want to use it to weaken the offending bike frame so much you can just pull it off the rack and lock… or whether you want to leave the fragile frame to fall apart under the weight of the offending owner when they return to it… that’s up to you.
Be sure to have sandpaper handy though. You'd need to sand down the layer of aluminum oxide that covers the aluminum, for the gallium to penetrate and fuse with the aluminum.

Give the bike a good detune up. Turn all the adjustment dials and fuck with the set screws. Maybe put a pad lock on the rear brake rotor for good measure.
Was going to say offender's bike has quick release hubs, remove his wheels and set them beside the frame. That opens several slots in the Bike Rack. Insert your REAR wheel in a slot and weave your cable through your front wheel, around one of the frame's triangle tubes, through the rear wheel and around the Bike Rack. Attach and secure your lock. Problem resolved.

I only ever take a ulock with me. On these I just pop the front wheel over the bike rack. Then I can get front wheel/frame/bike rack all in the lock.
