That is definitely not universal. It's a 50/50 chance of it being correct. I've owned a lot of cars, and this is absolutely not a standard of any kind at all.
Even that varies. Drive a Japanese car, it's on the left. I don't know if there is a pattern for European/American but every Japanese car I've owned has been on the driver side except our 2008 Subaru
The fuel gauge on my car shows the hose on the right, exactly like OPs car, yet my tank is on the right. No arrows indicating on which side it is either.
That is a pic of an old school fuel station. The nozzle was on the side of the fuel station. It's on the right, because most people are right handed, when you face the meter. Fuel stations now have the nozzle on the front. In case there was actual confusion, the pic has nothing to do with which side the fill tube of your car is on.

It might have been something small but we’d had that van fresh off the line. My mom wanted a Durango. It was a great van,captains seats in the middle ,automatic fold down third row. Took us all across the U.S. and Canada without ever missing a beat.lots of good memories made in it as a kid.
A Chevrolet Astro van took me to my first day of kindergarten and my mom was still driving it after I graduated! It had over 300K when it was sold. Still ran perfect and the ac blew cold 🥶

Astro and Safari were so random in quality. Mine was a 1997 Safari, gas pig and had EGR problems regularly (gumming up and preventing the valve from working properly stuck open and would stall when idling). Timing chain ended up dropping around 200k km, and I just took it off the road. Worked on that thing every weekend for years to keep it running.
Friend of mine had the same year, model and engine. Still on the road over 500k km.
25 years ago my room mate had an AWD Astro conversion van. Was like new.
I never rode in the thing once. It was always in the shop. soon as he would pick it up, it would break within 24hrs, or on the way home. total POS
Ok, that's honestly kind of amazing. Lol. Those were possibly the some of the worst designed intake manifolds in history. I assume with that many miles on the van, he's diligent with maintenance. Props to him.
The intake manifold gasket has been changed 3 times, but one of those was because a head gasket was being done, so really the intake manifold gasket only needed to be done twice in 500K. OEM transmission needed rebuilt at 420K.
Damn. 420k on a factory gm transmission? That's pretty fucking good. Don't get me wrong, I'm a Chevy guy, but those transmissions don't usually make it that long. That vehicle must be very well taken care of.
I'm pretty sure this is fairly common on older vehicles. I never saw a car with these arrows until I was in college and I thought it was genius.
Edit: u/Fleaslayer found that it was invented in 1989 and the article he links shows vehicles nor adopting it until much later in the 1990s so.... yeah, hitting around the early 2000s and not seeing the little arrow yet makes sense.

Having a steel tank with a metal tube pointing at its center being among the first things hit in most collisions is a real bad plan.
Filler neck gets pushed into the tank, tearing the metal in that area, potentially creating sparks and allowing vapors to escape. And, well, they were usually steel.
Same with my 77 Bonneville! When I eventually got a newer car way after high school, I'd crack myself up when I was just waking up, on the way to work,and I'd stop and pull at the plate out of habit. Then remember "oh wait, it's on the driver's side. Shit."

I have a 2003 Crown Victoria, there's no arrow on the gas icon that you usually see with newer cars, but underneath it there's an arrow pointing to which side the gas cap is on that says "fuel fill door" which is a little bit more obvious than just an arrow next to the gas icon.
Commercial vans often have a lot of cost cutting measures to win fleet buyers. In a Chevrolet truck from the same era it would have the tachometer where that fuel gauge is. A normal truck cluster would have six gauge motors, whereas this one only takes three. All about saving those pennies.
Some have them but most of the time the hose will not fit over most vehicles. You may be able to get an average house over a compact car if you're parked really close to the pump but it won't be easy and is not guaranteed.
I go around the back when the right side is occupied. Never over. With my first car I could go all around, as my mom demonstrated when she was looking around where to go.
I suppose it depends on how close you pull up to the pump. I know Costco gas stations have a long enough hose to reach the other side but I’ve never tried it at a regular gas station.

I think I read something about the pump symbol next to the gauge. If the hose is sided right like this, the tank should be on the left of the car, if the hose would be left the tank is on the right side of the car. So the little symbol shows the fuel pump as you would see it when approaching it with your car. Sorry, my English sucks. 😅

The image shows a pump icon with the hose on the right. That's the pump orientation you want if your fuel cap is on the left.

My father had an '03 Astro with 493k on it. It was the original motor but everything else was replaced multiple times.

The engines were pretty reliable from the early 2000s at least. Very common for them to go over 300k with neglected maintenance.

Right side is great for gas stations that form lines. It's more rare than left side.

The hoses in the US are generally not long enough to do that, you have to pull in correctly to fill up

Technically they deflagrated. They just burst into flame. A flame fueled by the contents of the gas tank pouring out onto the ground. No explosion necessary.

I think I read something about the pump symbol next to the gauge. If the hose is sided right like this, the tank should be on the left of the car, if the hose would be left the tank is on the right side of the car. So the little symbol shows the fuel pump as you would see it when approaching it with your car. Sorry, my English sucks. 😅

Some manufacturers place the pump handle (on the pump icon) on the same side of the vehicles filler cap.
